Warcraft Rumble will soon launch globally and to fully embrace the chaos, here we have a tier list that ranks all the leader minis that are currently available at launch.
The higher the tier the leader is, the more useful the unit is in all possible situations. A leader being in the lower tier doesn’t necessarily mean they’re bad, but they might be a bit too situational in terms of the cost of gold to play the unit, versus the value that the unit brings to the table.
Do note that there are no ranking differences between the leaders within a tier.

You could have an innately expensive unit be played cheaply or the other way around. Is very RNG dependent. | |
